In 1881 EPA, USDA, FDA and CDC created a sludge use policy for use of sludge on food crops. In
1988 EPA funded a study by the City of Los Angeles to see what kind of chemicals where in
sludge after it was composted for direct contact by the public. To create a distribution and
marketing program EPA Office of Water had to ignore every other regulation and use exclusions in
the environmental laws. To overcome public and political opposition EPA create a public relations
campaign to change public perception.
